§ Best qualified candidates in keeping with DA staffing goals and programs. § Staffing strategies for future needs. § Recruitment incentives such as the “3Rs”—recruitment, relocation and retention. § Requests for special salary rates. § Programs that provide certain employees with entitlement to special or “priority” consideration for vacancies (i.e., DoD Priority Placement Program, Re-employment Priority List). § Administer reductions in force or transfers of function. § Assist employees with information on employment opportunities, use of automated personnel systems, entitlements, pay settings, etc. § Position management § Position Classification § Special Actions
