The Civilian Personnel Advisory Center (CPAC) Director is the principal Human Resource Officer responsible for providing civilian human resource services and products to command customers on Joint Base San Antonio, Fort Sam Houston and other worldwide locations. The CPAC is a tenant on Joint Base San Antonio, Fort Sam Houston and the Director reports to HQ Civilian Human Resources Agency and the North Central Region.

The CPAC is responsible for assisting customers in recruiting, developing and sustaining a professional civilian workforce through effective, efficient, and responsive human resource products and advisory services.

The CPAC executes all its services in accordance with governing laws, policies and regulations mandated by Office of Personnel Management, Department of Defense, Department of the Army, HQ Civilian Human Resources Agency and collective bargaining agreements.
