Voluntary Leave Transfer Program


Employees experiencing a medical emergency and, as a result, have or will experience a financial hardship (at least 24 hours of leave without pay), may apply to become a leave recipient in the Voluntary Leave Donor Program. To apply, the employee (or if incapacitated, a supervisor or family member may apply on their behalf) should complete an Office Personnel Management Form (OPM) 630, Recipient Application, The Voluntary Leave Transfer Program. The completed application and current medical documentation signed by a physician or licensed medical practitioner stating a diagnosis, prognosis, and estimated return to duty date, should be submitted to the immediate supervisor for approval. If approved, the supervisor will submit the application to the servicing specialist in the Labor/Management-Employee Relations Division at CPAC for final approval. After review and verification of unavailability of paid leave, the approved application will be forwarded to DFAS and a Civilian Personnel Bulletin will be issued to the workforce announcing the acceptance of donated leave to the recipient.

Eligibility to receive donated leave will terminate when the employee is no longer affected by the medical emergency; OPM has approved an application for disability retirement; or when the leave recipient's employment is terminated. Donated leave can be applied retroactively for leave without pay or advanced leave periods commencing with the beginning of the medical emergency. Any transferred leave remaining to the credit of a leave recipient when the emergency terminates shall be restored, to the extent administratively feasible, by transfer to the annual leave accounts to the leave donors.

Leave donors should complete an OPM 630A, Request to Donate Annual Leave to Leave Recipient (Within Agency) Under the Leave Transfer Program or OPM 630B to donate to an employee serviced by another CPAC. Only annual leave can be donated. Leave donations must be in full hour increments and cannot exceed one-half of the amount of annual leave you would be entitled to accrue during the leave year in which the donation is made. A request for a waiver of this limitation will be considered when it is submitted in writing and by a donor who is a family member of the recipient or by a donor who works directly with the recipient in the same organization element. A leave donor may not donate leave at the end of the leave year for the purpose of avoiding forfeiture of annual leave and no more than the number of hours remaining in the leave year (as of the date of donation), for which the leave donor is scheduled to work and receive pay, may be donated.
